I have a Toshiba 64GB flash drive. When I plug it in, it says I need to format it before I can use it, and when I try to format it says it is write protected. I tried to format it in disk management, it says location not accessible, that it does not have a recognized file system, and the file system is RAW. In the device properties it says the device is operating properly.

I tried to use the registry editor storage device policies, did not work. Also tried through command line, no luck.

Tried the HP usb tool, No dice. Is it toast?

Is there anything important left on this USB flash drive?
If you do have left some data there, try to rescue all your flash drive data back with the help of RAW USB flash drive recovery software and then, format this USB flash drive with some format programs.
I hope this USB flash drive is not badly damaged so that you cannot even format it with success.
