Need a little more info here. What model is your router and how are you connecting? Whether the modem is connected or not shouldn't make a difference

You need to make sure you connect your PC / laptop directly to one of the router's LAN ports with an ethernet cable. Then open a web browser and type in the router's address in the address bar. Common ones are 192.168.0.1 or 192.168.1.1 but your router may be different
