I was wondering if this build would be able to run next gen games on high or max settings. I would like to stay under $1000(usd) but I am willing to spend more for upgrades.

It's good, however, go with a Intel core I5 has well instead, its faster than fx in gaming.

The Ram is overkill for pure gaming go for 8gb ram and upgrade to the R9 290 which is amazingly better.
