Crysis 3 nearly 0% GPU usage with 290x

I need ideas...

290x catalyst version: 14.4 (latest stable)
i7-2600k

I can max out metro 2033 and run it buttery smooth, and any other game out there.

However, Crysis 3 is a different story. The very first time I ran Crysis 3, it ran like a dream and fully utilized my GPU (according to MSI Afterburner and Catalyst Control Center). But it seems like whenever I stop playing and restart my computer, the game will not use my graphics card at all. GPU usage stays at 0%, and occasionally spikes to 80-100% for a fraction of a second. As expected, the framerate has plummeted to a snail's pace around 1-5 frames per second.

I did manage to make the game work again for about a day, after uninstalling and reinstalling the catalyst driver for the THIRD time... dafuq. But now its fluffed up again.

I just need some ideas. I imagine there's some magic that you can do with app-specific settings in catalyst or some batch to make it utilize the gpu... idk.

remove any 3rd party overclocking software like rivatuner, rtss(riva tuner statistics server), EVGA precision etc. Remove ALL of them. Also remove amd gaming app or similar software then do a restart and if it still doesn't work reinstall catalyst using amd software to completely remove old driver. Make sure you set your power plan to "high performance".
