Components suggestions for PC

I'm building a $2000 beast for a friend and i'm having trouble selecting a few items.
1. Should I provide a CPU cooler, if so what?
2. Case recommendations, i'm lost, Newegg Australia doesn't seem to have the 230T.
Here are the current specs:
Mobo: Gigabyte GA-Z97X-SLI LGA 1150 $137
CPU: Intel Core i7 4790k $372
HDD: Seagate Barracuda 2TB $106
RAM: A-Data XPG V2 (2x8) 1866 Mhz $170
SSD: PNY Optima 240gb $133
GPU: Gigabyte GeForce GTX 780 Ti Windforce $777
PSU: Raidmax Hybrid 2 RX-730SS $85

A bit of feedback:

1. PSU is crap.
2. Motherboard has a weak 4-phase VRM design.
3. PNY SSDs aren't very good.

Does your friend need an i7-4790K CPU?

As for CPU Coolers, it depends how high your friend plans to overclock. As for cases, how about a Corsair 300R. It's cheap and it works. Not exactly cheap, but it is kind of cheap in Australian dollars.
