Windows 7 boot failure (cannot recover)

Hi guys. I got a problem here with my windows 7 laptop. There's that one "windows error recovery" that says "windows failed to start. A recent hardware or software change might be the cause", and it tells me to use the installation disc and repair the computer, which I did try and fail. The computer restarted and went back to the same instruction. I did try to go to safe mode or the Last known good configuration, but they both failed and the computer restarted over and over again. How can I solve this problem. Please help. Thanks a lot.

Hi thanks for answering

but I don't have a recovery disk
and once I boot in safe mode or do a system restore. the computer just restarts by itself and the problem repeats.

oh shoot i am sorry it was a pc (desktop) I made a typo lol
