Pc not starting

Hi, i have a pc and when i start it, it doesnt go even on bios, the screen stays black as fi it were shutdown.
Îs it fried? It sounds likeits working, but it does nothing

Also it keeps restarting every 3-5 seconds

i dont think its fried ....just remove all the cables onected from the psu to tne motherboard and other components....remove ram,gpu,hdd cables,case cables,bios battery keep if open for 5 min then reset every thing i hope it will work if its not a hardware failure...

and if its restarting then check with different psu...open the heat sink of the processor remove the thermal paste and reapply it properly then reset the heatsink and check if the heat sink fan is spinning ...

just try to power on without RAM , do you hear any beep ..or not.
if not, try to power on without HSF CPu , did cpu hot or cold like no power supply to cpu.

because most of the black screens problems are related to faulty motherboard....

No beeping without ram, the fan starts moving than stops really fast, and again....
