Dell D531 Chipset Overheating

Hello Tomshardware Community!

I've got a Dell D531 which has just had the GPU reflowed and is now overheating.
I think it's the chipset that's problematic.
The fan is consistently running full whack.
Here's a screenshot from HWMonitor taken at idle:

As you can see it's an AMD based system. I've just re-pasted the cpu and what I presume is the chipset, (it was the other chip under heatsink).
Not really sure what other info is relevant so if I've missed anything just ask.
Any guidance would be greatly appreciated!

Thanks for the reply romirez.
Is the chipset and GPU all on the same die?
I'll open it back up and investigate. I noticed there is a copper shim between the heatsink and chip?
I wonder if these copper shims are helpful or actually counter productive?
