My setup is currently...
Intel Core i3-4130 3.4GHz (heatsink is stock)
Gigabyte H81-S2PH
Palit GT630 1GB DDR5
Samsung 24x DVD-RW (ext. drive)
WDC Blue 1TB 7200RPM
Raidmax Super Viper case
2x Deepcool XFAN 120mm no LED
2x Deepcool XFAN 120mm w/ Red LED
1x built-in Raidmax fan
Kingston 4GB DDR3 1600MHz

If i upgrade to this...
Intel Core i3-4130 3.4GHz (heatsink would be Noctua NH L9i)
Gigabyte H81-S2PH
Sapphire R9 270X Vapor-X 2GB OC/Boost DDR5 OR Palit GTX760 2GB DDR5
Samsung 24x DVD-RW (ext. drive)
WDC Blue 1TB 7200RPM
Raidmax Super Viper case
3x Deepcool XFAN 120mm no LED
2x Deepcool XFAN 120mm w/ Red LED
2x Kingston 4GB DDR3 1600MHz (8gb total RAM)

...would my CoolerMaster Elite V2 500W PSU be enough?

a big NO
CoolerMaster Elite V2 is PSU for office pc. and its 500W label is fake

i believe it will be damaged within a week if you put Radeon 270X

Go for XFX 550W bronze

and use the stock cooler. noctua low profile isnt any better
