Hello there! I got my CPU to overclock all cores to 4.6ghz (i5-4690k) and using H100i water cooling. I get 90c max, but around high 60 low 70. This test was done by running prime95 for 1 hour. Is it safe to overclock higher?

90 C is already a threshold temperature. CPU shouldn't touch it otherwise you are going to reduce its life expectancy.

It would have been mighty nice to know which CPU, since different CPUs have different heat tolerance specifications, and some have over temperature protections which makes it safer to exceed or run near thermal design limits.
But at a guess those temos are pretty high and you're probably close to the limit on where you can take it without improved cooling.
