X79 + Xeon no Post, repeatedly turns off and on

not sure if this is where to post, but its my first time so go easy on me ;)

i recently purchased an asus sabertooth X79 mobo with an intel Xeon E5-2660 ES version cpu. (Dont worry i contacted intel and they said it was ok i kept it because i was an enthusiast, not using it for business or research) Anyway, here are my other specs:>
>Diablotek 775w psu
>1x8GB DDR3 RAM from G.Skill (it is a dual channel 16GB kit, but im loaning the other 8gb stick to my friend)
>Thor V2 case, just got it
>Corsair H100i, just got it
>1TB Seagate HDD 7200rpm
>Soundblaster Recon 3D audio card
>EVGA GTX760 sc>

I put everything together yesterday and i turned it on and all the fans, hdd, and gpu turned on high, then settled in to the normal rpm. everything was running; no error LED's were lit either. IT ran for about 60 seconds, with nothing ever coming on the screen and then died abruptly, waited 5 seconds, then turned back on and repeated. it will do this cycle for as long as i want, but never any screen. I reseated the RAM and gpu to no avail. The guy i bought the Xeon from said he tested it on an asus sabertooth, but that i needed the 0802 bios version because of the cpu's B1 stepping. Would this (bios version) be the cause? should i just use the bios flash option, or is it
hardware related?

Update: ok i checked all the connections and watched it while i turned it on. I just noticed that a millisecond before it dies, the cpu led blinks and then its dead. Its so fast whatever the issue is, its with the cpu, and it terminates immediately

man, i knew my psu was cheap, didnt realize it was junk! also, ,y psu is 1.5 years old. the x79 + xeon replaced my amd platform i did 1.5 years ago.

another question: as stated in my origianl post, the seller said it will work on the asus x79 with bios 0802 (its older), does that mean all newer bios will work? and no, this is the E5-2660, not the v2 version

im curious, just 2 weeks ago it ran my asus m5a99x mobo with AMD FX4170 cpu just fine...does my new setup have a lower tolerance for voltage variation?

only thin different is the mobo and xeon. the xeon i think is a 130w tdp, which is only 5w more and the 4170 i had. does the sabertooth take more juice too?

if the cpu isnt compatible, its because the bios is wrong. however i cant see the bios because i never get any gui. Did you see the update i put on my op?

Yes, i rechecked all my connections last night, and even inserted a different pair of dual channel gskill ram

are you sure? the seller on ebay said as this is an ES xeon and has B1 stepping that the .CAP type bios dont support it. The other thing is once i change to .CAP, asus' site says i cant go back to .ROM

here is his quote:

I expect lots of X79 based desktop single socket boards are compatible with this CPU, depending on its bios version. Below is an example list of compatible boards that I tested.
ASUS Sabertooth with BIOS Version 0802,
GigaByte UD5 with BIOS Version F7, F10, F13p,
Asrock Fatality-Professional with BIOS Version P1.40,
Asrock Extreme 3 Bios P2.4, Asrock {fatal1ty, champion} Bios Ver P1.40
*** If yours is of ASUS X79 board, please do NOT upgrade its BIOS with .cap style one. It won't boot up with ES chips of stepping code earlier than C0, and note this chip is of stepping B1 ***

i have a Corsair CM450 (450w) if you think thatll be big enough to test with. i also can swap in a GTX9800 to lower the gpu draw

oh, as it turns out, it looks like the cpu guy was wrong! i contacted asus and this is what they said:
Intel Xeon E5-2660 is supported since BIOS 4502. Please check what the current BIOS version is. If you didn't update the BIOS, the original BIOS version can be found from a sticker which is pasted on the motherboard.

looks like ill try to update the bios before i go tearing my nicely cable-routed case apart :p
