Problems with Windows Reset

Hi. I recently decided to do a Reset of Windows 8. I did this after constantly getting numerous errors with event ID's in the 7020+ range that read something like this - "the [fill in the name] service terminated unexpectedly..." The services varied from LiveUpdate to DCOM to Crypto(something) and many others. I was also having issues with slow processing and crashing. I first did a refresh but that didn't help. I then did a basic reset (the simplest one). I still got the errors (of not more) AND I noticed several files on the windows drive were still left over from before (and they we're suppose to be deleted). So I did the full blown Reset overnight. This is suppose to securely wipe the drive. HOWEVER when I first logged in I went and looked and sure enough I noticed two things: (1) all my IE Favorites were still there and (2) all my saved web sites and the passwords were still there (under Web Credentials I believe). So obviously the reset didn't reformat the drive. And I read someplace that the errors could be a virus so this was suppose to clean that. Any ideas why a reset would fail? On the plus side I'm currently not getting the termination errors yet.
 
Not necessarily true. I've had this happen when using a Microsoft account during installation. Microsoft caches this shit and then when you reinstall and log in it restores the files that were cached. Microsoft "syncs" a good amount of your data if you use a Microsoft account login. This might not be YOUR issue, but there is a very good chance. The first time I re-installed windows 8, and I did a clean install even deleting the partition, to my surprise when I first opened IE my favorites were there. I didn't need to import them from backup. If you want to make certain nothing old is left behind you'll need to delete the partition and do a clean install, which is recommended anyway, if you have installation media. Even so, windows is likely to "sync" your installation so long as you use a Microsoft account login to activate initially. There may be options to disable this sync feature but you'll have to check into that.
