How do I extract a .psarc file on windows 8.1?

I need to extract a .psarc file (9.95gb) so that i can copy it into my FAT32 external.

So far I have tried PSARC.exe, but that isn't compatible with windows 8.1
I also tried PS3splitter, but split files cannot be run by multiman.

Please help.

Alright! Thanks a lot man!
Looks like the first PSARC.exe that i got had some problems.

Downloaded the ps3 tools like you said, ran the PSARC.exe which i got in that bundle and voila! All Extracted!
