I just bought desktop with i3 4130 and HD 4400 Graphics...According to most sources the GPU clock speed should be around 1200 MHZ and bus width should be 128 bits and bandwith should be 25 GB/s but my gpu has bus width of 64 memory of 650 and bandwidth of 10.7 GB/s which is even lower than HD 4000...My motherboard is Asrock H81

More about : 4400 low gpu memory bandwidth

Do you have 2 sticks of ram installed? Everything points to your memory running in single channel mode.

Nope I just have one 4 GB ram....It probably wont be an issue if I buy a dedicated GPU but still what's the cause for this? IS Motherboard causing the problem or are there any GPU settings in BIOS

It is neither the motherboard or the bios settings. It is the memory configuration.

The integrated GPU utilizes the same memory system and configuration that the CPU does. By only having 1 stick of ram, you are running in single channel mode, or half of it's maximum intended channels (dual channel). Having a single channel cuts the memory bandwidth in half which is why your integrated GPU is running at half bandwidth. Without enough information to keep it fully loaded from the half capacity memory system, the integrated GPU automatically clocks down to save energy/reduce heat since it doesn't need to run at full speed to provide maximum available performance.

Add a second stick of memory and you will be up and running at full speed.

Thanks for the Info but that's of no help to me....People using integrated graphics usually don't have the need for high amount of Ram so, why did they come up with this design for GPU....

It's just the way it works with the integrated units. The die space only affords so much space on the CPU, so in order to get the bandwidth, the GPU needs to piggyback onto the same channels. You'd need either some sort of partitioning method for system memory or two separate sets of dimms for CPU and one for GPU.

As long as there are matched pairs of memory sticks, it can run in the dual channel mode, just no way around it. You could always have (2) x 2gb sticks. I know that doesn't help your situation at all.

If you ever make the move to dual channel and don't want to go up to 8gb of memory, you can always watch for some of those ridiculously good deals on clearance or major sale events etc.

Sounds to me like it might be a mis-identification Post your GPU-Z picture, And I can tell you what you can do from there.

Same problem, happens while using Chrome... only 50% memory utilization in task manager (4gb of 8gb).
4600 is good but this bug needs fix also minimum throttle should be adjustable
