why wont my Windows 8 desktop connect to internet explorer

My computer was working fine until I was down loading a app and accidentally unplugged the cord. Now it won't connect to the internet explorer. I have a desktop pc and it came with Windows 8. I've tried troubleshooting but just keep getting the same message(unable to detect problem, need more information). I can't connect to the internet explorer so therefore I can't download any solutions to correct the problem. Does anyone have any advice or solutions. Please help me I'm literally pulling my hair out.

  1. There are two versions of Internet Explorer - one through the desktop, and one through the tile interface. Are both versions of Internet Explorer broken?

    Also, have you tried rebooting your computer?
