Computer not recognizing devices!

I was recently given a "broken" computer. The computer had never been looked at thoroughly and a fix was not attempted. I was not told what the problem was. The computer is in great shape - it's clean, and as far as I know was only used for business reasons, so it probably does not have any viruses or malware. So I took this thing home (eMachines T6410, Windows XP, SP2) and booted it up with USB keyboard and USB mouse plugged in. Windows booted successfully, and all seemed fine until I actually attempted using the mouse or keyboard. Windows had booted properly, but neither the mouse nor the keyboard are even being recognized. I tried a different mouse and keyboard only to find the same problem. The monitor works fine, I just think this thing is having immense trouble recognizing USB devices. Is there anything I can do to fix this? Is it possible to re-install Windows without a mouse or keyboard?
