CPU fan starts and stops. No post, signal, or beep.

Hi everyone.

Recently started a new build.

Intel Core i5 4570
ASrock H81M-ITX
SeaSonic SSR-650RM
Team Vulcan 8GB (2 x 4GB) (TLYD38G1600HC9DC01)
DVI using CPU video to monitor

I have the setup out of the case for some breadboarding tests. When I boot up the computer, the CPU fan runs for a few seconds, then stops, then startups again. This repeats indefinitely. There is no boot, no signals, or signal to the monitor. I've tried checking the steps outlined here: http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

I have a 4 pin motherboard speaker but not sure where this goes on my motherboard. I don't see a spot for these. May be why I am not getting any beeps?

Here is what I have tried so far in diagnosing the issue somewhat blindly:

At this point, I only have the PSU, CPU, CPU fan, ram, and monitor hooked up.

1) I tried using only one ram stick. Tried both slots separate with both sticks of ram. Same issue. CPU fan starts and stops repeatedly.

2) I took out the both ram sticks and booted without ram. The CPU fan now starts and continues without stopping. However, still no beeps or boot.

3) I plugged in a gtx 760 to see if it was a onboard display issue. With the ram sticks also in, same behavior. Both CPU and GPU fan would start and stop repeatedly.

4) I plugged a case fan into the setup. This continues to spin while CPU fan starts and stops.

5) Reset CMOS with the jumper. I had trouble removing the battery since its clicked in and my fingers have hard time getting in there.

At this point, I suspect it might be a ram related issue. Since I read its unlikely that both ram sticks would be faulty, I think it might have to do with the ram slot on the motherboard, so a motherboard issue. Before I RMA, I wanted to confirm and see if there are other things I should do to further diagnose my problem.

I'm trying to track down another PSU so I can test if its a PSU issue. BTW, all parts are brand new.

Any help would be greatly appreciated. Let me know if I'm missing any info that would be relevant and I'll update.

well i think your board is defective....... try with another psu as u have planned if you dont get a spare psu of higher wattage dosent matter just test your system without the gpu then if every things runs okk then well and good but if the problem still persist then rma your board...have u grounded yourself before assembling your system? because sometimes static makes the board dead....

Thanks. I'll update if I can get a diff PSU and try.

Yes, I think grounded myself. Not wearing a strap but I try to touch either the metal case of PSU cage anytime before I touch any components.
