Wifi Completely stops and reconnects constantly

I've been dealing with this problem for weeks now. My wifi for every device will disconnect, at random intervals sometimes 5 minutes, sometimes an hour. It stays disconnected for about 30 seconds then it reconnects. At first, I assumed it was the router. I've tried turning it off and on probably 20 times now, and I've factory reset it and all its settings and It still disconnects. I've also tried resetting my modem but got the same results. Almost every time this happens, once my computer reconnects, it shows a window that says "Windows has detected an IP address conflict" and tells me another computer on my network is using the same IP. I've released and renewed all the IP addresses on all computers that are connected. The only things I didn't do that on are things like phones and gaming consoles. My router also makes a weird high pitched noise when it's on, which is why I think it's possibly the router. But, I'm not sure if it could have something to do with the IP conflict. I timed the time it takes my router to start once unplugged, as well as the time from when the wifi disconnects and reconnects, and it is almost exactly the same, making me think its shutting itself off then on again. I also noticed that if there are less devices connected to the router, its disconnects less often, up to like 7 hours. Basically, I would just like to know if it is my router going bad, or if its actually the IP conflict.

My router is a Netgear N300 Wireless Router Model WNR2000v2
 
Solution
Most likely a problem with the router.

Make sure all computers/devices on network are setup to automatic dhcp in the IPV4 settings of your network adapter(s).
