CPU fan splitter running max

I have a Corsair H80, i5-3750k, Gigabyte Ud3H motherboard

I hated the cpu fans revving up to their max on startup. I read this was an H80 feature.
I never had it with my CM hyper 212 and so I decided to get a fan splitter (3 way split) that would take the CPU fan signal from the motherboard and give each fan as well as the H80 the mobo-cpu fan signal

I assumed that the fans would be silent when temps were low, cpu not used as my CM212 did.,
Instead, they are running at FULL SPEED nonstop even as my temps are max low (35C)
I checked the mobo fan slope(silent, manual), and changed from voltage control, PWM control. auto control.



I have the exact splitter on my case fans, they work and are controlled fine.
