Windows 7 User problem

I keep getting an error that says the user profile service service failed the logon, user profile cannot be loaded. I can't at all log into windows at all. So I googled it and found a solution. I went into safemode but when I search it regedit doesn't come up? Is there someway to fix this? Or if not is there an easy way to simply wipe it all back to basics without losing the copy of windows on the harddrive?

had the same problem once, though I did get to run regedit, once in safemode press windows key + R, in the "run" box simply type regedit and then enter, that should launch it so you can follow the steps you found to fix the login issue.

Well if you can get into safe mode, can you just create another account?

it shows to be completely empty other then name (default)

uhh that's a different problem than the usual then, hmmm you also are unable to create an account, either you're not using an admin account or problem it's way worse than the one I had, if using an admin account try googling for this problem, otherwise you'll have to reinstall windows.
