How can I lower my cpu voltage safely

I just had my computer looking at recently and he said that my cpu is running at 1.9 volts. I have the new intel i7 4790k. I am pretty sure I did not touch anything in the bios when I set it up, so would it be safe to turn it.down to 1.3 or 1.5 or something like that. The computer guy said that 1.9 is pretty bad for right out of the box. Also I heard people mentioning stable, as in turn down the voltage till it is not stable, and then move it up to a slightly higher voltage that is stable. How would I go about doing this?

something is wrong. Normally 1.9v will kill your CPU. What are the temps like? Even when o/c people don't go above 1.3v. It should be 1.0-1.1v

Ok I'm on the motherboard screen now. The computer has been on about an hour. Cpu temperature is 70 degrees Celsius, and the cpu input voltage is 1.79

Use CPU-Z to find out what your actually running for voltage. http://www.cpuid.com/softwares/cpu-z.html

next if you are running 1.9V for Vcore it is extremely high and needs to be turned down. you will need a stress test program and i recommend using 2 of them. the 1st is Prime95 : http://files.extremeoverclocking.com/file.php?f=205 and the 2nd is Intel Burn Test : http://www.xtremesystems.org/forums/showthread.php?197835-IntelBurnTest-The-new-stress-testing-program

also download a temp monitoring program. I like either hardware monitor from CPUID or Open Hardware monitor, just google it.

these will let you know what your CPU is running at for a temp. to get the lowest stable CPU voltage you need to enter the Bios and lower the Vcore and test each time for instability. Once you become unstable ( unable to run Prime for 2 hours or ITB for 20 run under max stress) Up the voltage 2 steps and retest. If found to be unstable up it by 1 step increments and retest each time till you can run both programs as mentioned above.

It says the cpu input voltage is 1.792, but the Vcore is at 1.272

OK the 2 numbers do not need to match. I suggest that you try lowering the Vcore till CPU-z says your at 1.4 V and go from there.

yes Vcore and Core Voltage is the same thing.

I remember the guy saying on the phone earlier than he had looked tested the overclock a bit, and I think he left it at 4.4 mhz. I think it comes out of the box doing 4.00 so that could be a reason why all this is turned up.

turned up possibly yes, But not turned up that high. That CPU should hit 4.5 around 1.25 -1.35V ish. There was no reason for it to be that High. I have seen Intel 4770's hit over 5GHz with a voltage around 1.5 or so. 1.79V is way way to high and is damaging the CPU.
