Mobo/CPU Upgrade with old harddrive - No display

I am currently upgrading to a i7 4790k and a z97-AR mobo.

With all my parts assembled, I got no display.

All my fans, lights, are running.

All parts are compatible (checked at Microcenter), individual ram sticks checked, etc, etc.
I went through all the basic procedures and have once managed to get to a Startup Repair Window which failed and forced me to restart only to get back to the same window. (This was only once). After this, I was not able to get anything up on the display. If I were to even do a complete clean install (which I don't mind at all) of windows 7, how would I get about that without even being able to get to the BIOs to boot up through usb, etc. Could this be a faulty motherboard? I can confirm that all other parts work because it worked in my previous build just a day prior.

The motherboard does not produce any beeps, even if the red LEDs light up to signal ram error, etc.

I have double and triple checked, reseated everything with another two co workers, all three of us have experience building our own computers. Please help!

8 pin atx power plugged in?
clrtc jumper on pins 1&2 ?
front panel power switch properly connected to the motherbd header?

Does power supply turn on?

Attach a case speaker if you haven't already, take out everything including the ram and does it give you a beep code for no ram?

yes, the 8 pin atx is plugged in, front panel power properly connected, everything turns on and runs properly, even got to the screen for Startup repair a couple times, but I can't get further than that and I can't seem to even get there consistently, very often a blank screen.
