The first doesn't have a graphics card and only 4gb ram and no motherboard and only a 250gb hdd and a real crap power supply

The second is ANCIENT and very very dated

But neither list contains enough detail to make any call regarding which is best , and that is especially true since we dont know the intended use

Start another thread on "$350 build" - no OS, no peripherals, no case, no dvd, or whatever. And see what comes back.

I wouldn't pay more than $200 even for the second build

i used the wrong term when i said build, its a computer already assembled, fully working case and all, i wouldnt mind building my own but my budget is $350-$400 and i didnt thing i could get that good of a build.

The ones in your OP didn't even have cases.

For $400 you won't get a good complete build. eg CPU: Intel Pentium G3220 3.0GHz Dual-Core Processor ($56.99 @ Amazon)
Motherboard: Gigabyte GA-B85M-D2V Micro ATX LGA1150 Motherboard ($59.79 @ Newegg)
Memory: Patriot Viper 3 4GB (1 x 4GB) DDR3-1600 Memory ($35.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($54.43 @ OutletPC)
Video Card: MSI GeForce GTX 750 Ti 2GB Video Card ($139.99 @ Newegg)
Case: Cougar Solution (Black) ATX Mid Tower Case ($37.99 @ Mwave)
Power Supply: SeaSonic 350W 80+ Bronze Certified ATX Power Supply ($41.99 @ Mwave)
Total: $419.17

but it's better than what you posted.
