Tempertures for CPU at Idle is 60 degrees with Hyper evo 212?

Hello Guys. I bought a hyper evo 212 a few monthes ago, and just now started noting the temperatures I was getting. On idle I get about 60-63 degrees. On a full load I get 80-85 degrees. I use Speccy to test. Is it the program or is something else wrong?

I have a AMD Athlon x4 760k

I do not know what you mean by ambient.

I did everything you said, and I am still getting 60-65.

I apologize for the late response, but this was ran after a fresh install of windows. I will follow the instruction just in case to see if it helps.
