FPS lag in all games

i upgraded my pc a while ago to the next specs :-
1- gigabyte ga 945gcm s2l motherboard
2- AMD phenom ii x4 955 black edition processor.
3- AMD Radeon SAPPHIRE HD 7750 2GB DDR3
4- 4 GB ram DDR3 Kingstone
5- windows 7 x64 home prem
games like "Ghost Recon online "- Battlefiled 4" even games like "League of legends" all unplayable on my pc when set on "High" settings .. and games like ghost recon even fps lagging in VERY LOW profile setting
anti aliasing and vertical sync always "OFF"
these games working perfectly on pcs with lower specs
changed my windows many times .
latest software for "amd graphic card" and windows updates are fully installed
any suggestions ??
"while ingame i used "process explorer" to see how my GPU and CPU consumption ratio .. both less than 30% on ultra settings "while FPS lagging inside" :'(
 
Solution
So your cpu is overheating - MASSIVELY!! It should be idling at less than 40C even on a hot day and playing under 50C

Have you overclocked the cpu? What Vcore does it have?

Blow your case out - especially fans, filets and coolers. Put the cpu cooler fan on at least 1500rpm.

If that doesn't bring the temps down enough, then 're-seat' the cooler -

remove the fan connector and cooler.
Use isopropyl alcohol; to clean the old thermal paste off the top of the cpu and bottom of the cpu cooler.
Put a pea size drop of new Arctic Solver 5 thermal paste in the center of the cpu.
Refit the cooler. reconnect the fan.

If that doesn't bring the temps down enough, then get a better cooler eg Coolermaster Hyper 212 evo -
