2nd PC for streaming only.

My current PC is handling 60fps 720p streaming to twitch using OBS quite well. I would really like to stream in 1080p without having to sacrifice pc resources. My current hardware is an i7 4770k oc'd to 4.3ghz, 16gb ram, GTX 780ti. Like I said, it streams well, but I'd rather use a separate PC altogether for JUST streaming. What should I get and how would I record the feed from my gaming rig? I use dual monitors for my gaming pc, one screen for the game and one screen for web/music/etc... Not sure how I can get it to record just my gaming monitor... Someone with more knowledge than I have give me a hand here?

What you actually want is a dedicated capture card, a good CPU and 6-8gb of RAM.
What I think you should do is either get a better CPU for your gaming PC and use the 4770k in the streaming pc. If you don't want to do that then pick up either an i5 or an FX-8320. Then pick up a small, cheap case and some RAM and a PSU. For the storage space if it's strictly streaming and you won't be recording with a file out put get a 120gb ssd and if you are going to be recording a file output get 2 2tb HDD's.
What your basically going to be looking at is a computer with fairly weak hardware and a dedicated capture card.

I would think, maybe an i3/FX-6300, 4GB of RAM, say an Avermedia Live Gamer HD and rest of it doesnt really matter unless you plan on recording as well.
Getting it to just record the one monitor is easy. The Live Gamer HD works (as most capture cards do) by just acting as a passthrough for the monitor.
GPU -> HDMI to Capture Card -> Its recorded -> Capture card to Monitor by another HDMI. Only plug in the monitor you want recorded.
