Desktop Won't Boot. Powers on Most fans turn on and lights....just no boot screen.

Ok, so recently I've been having issues with my desktop. Right around the time I decided that it was time to upgrade to a new case (with an old build) my computer basically stopped working.

At first it would just continuously restart, or allow me to log in and either wait for a little bit and then restart or just immediately restart. I thought it was due to a game that I had recently downloaded (STWOR), deleted that off of my system....kept on acting up. So, I pulled every thing out re-seated it all, still no luck...and with me working on it on and off, it decided to just stop working. When it stopped working I switched everything and put it onto an old/spare Mother Board, it would work then give me the same symptoms. As in, no beeps at start up, no images on the monitor, but the fans turned on and the hdd lights also turned on. As I read around it sounded like it could be the PSU, so I got a cheap one and replaced that. Nope. Most of the fans turned on, power to the lights....but that was it. Did a little bit more reading found out that some thought it could be the CPU, got a cheap one with same specs and new thermal paste... nothing. I don't know where else to go from here. Any advise or suggestions would be helpful.

MSI K9A2GM-FIH MA2+ AMD Chip-set; 2600FSB DDR2 667/800/106 Hybrid Crossfire, mATX
Graphics Card:
ATI Radeon HD 4600 Series
Network:
Atheros AR9285 Wireless Network Adapter

(Sorry for the wall of text but I wanted to make sure I put down all of what I have tried in order to possibly help get a solution figured out. I am willing to retry everything I've done to see if it might just work the next time.)

Also! I almost forgot the power buttons in the front of the unit...Sure it will turn the computer on, but I cannot turn it off or reboot from that. I've been having to turn it off from the switch in the back. Not sure if that piece of information is needed but I hope it will help.
