Almost there - moving files to another drive

So, I managed to get this working a few years ago on my WS2008R2 system where I have an SSD as a boot only drive and another physical drive as the main drive to hold user accounts and program files.
I made some changes in the registry to get this working and everything worked great.

Fast forward, I was experimenting to get it to work with Windows 8 (or Windows Server 2012 R2) and whilst it almost works - one thing is missing or rather, it just does not work.

I am almost there and REALLY need some help to get it complete:

When I change the ProgramFilesDir path to the new drive (From C:\ to E:\), Internet Explorer fails to open! It opens and closes immediately.
However, when you go to the new location of Internet Explorer (E:\Program Files) and run it from there - no problem.
If you right click on the IE icon on the taskbar and go to "Open a new tab" or "Start InPrivate browsing" - it works just fine.
But if you just click on the shortcut on the taskbar, it just opens and closes the browser. Same thing on the start screen.

So I am here asking... why it would do this and how to fix it?
I compared ALL the reg values with my main system (where it works) and they all appear to be the same. it took me over an hour to go through all the reg keys.

thoughts? I am almost there and I hate to stop now. The only issue is IE not opening when you click on the icon on the taskbar or even the start screen, even AFTER recreating the shortcut.
