Does the refresh rate of a monitor cap the "FPS-age" of my games?

Ahoi there.

I've recently acquired a good PC, and I'm now looking at a monitor. I got a GPU that can play some games at over 80FPS, according to benchmarks. The monitors I find, however, are all 60Hz ones (the 120Hz and 144Hz ones are pretty expensive).
The fact that the monitor runs at 60Hz means I'll never get to "see" the 80FPS, even I can achieve them? I'll be stuck with a 60FPS viewing experience?

the frame rate can still increase past the 60fps, but once it does, the screen will tear.

fix it with VSYNC, which will limit you to 60fps
