Solution
Not easily and it only partially works.

First you need a router that has a QoS option that lets you set both UPLOAD and DOWNLOAD to fixed rates. DD-WRT has this option as well as most ASUS and TPLINK routers. There are many others but you must closely read just having QoS is not good enough.

You would put each IP in a group and then set how much bandwidth they are allowed to use. It is ok for just a couple but it is very tough if you wanted to do 20 or 100 addresses.

The problem is it is a fixed number that does not changed. The limit will be the limit even if nobody else is using the connection. The largest issue is the speed from the internet is not really guaranteed so its hard to say how effective this will be.
