Battlefield 4 stutter on FX-6300

Hey guys, I know there are a bunch of these threads out there but I just can't get rid of this stuttering on my FX-6300. Here are my specs:

CPU: FX-6300 OCed to 4.2Ghz
Motherboard: GA-990FXA-UD3 (rev 4.0, F2 Bios)
GPU: R9 270x (1100/1400)
RAM: 8GB Corsair Vengeance 1600Mhz
PSU: 700W with 43A on the +12V rails
OS: Windows 7 64Bit

Now I've tried pretty much everything like unparking my cores, already having latest GPU drivers (14.4 Catalyst), changing settings in a user.cfg file in the Battlefield 4 directly and even OCing my CPU to 4.4Ghz and no luck at all. No matter what graphics settings I put, the stutter is always there even on low (from High-Ultra with no MSAA). I've read on a number of forums that the culprit is Windows 7 since it handles multi-core processors poorly compared to Windows 8/8.1 and I don't think I can justify the cost of a new OS just for 1 game. I would like to get some help on this issue.

Oh sorry my bad, It's an XtremeGear 700W PSU (I know it's not a very good PSU) but recently ordered a SeaSonic S12II 620 Bronze 620W which should be a good PSU, do you think the PSU would be the problem?

The PSU could be the problem, as SR-71 Blackbeard is asking for make and model as that sounds like a very low-end power supply but where TheDualshock has made changes to the user.cfg file in the game and also overclocking the processor...maybe reverting back to game default settings and dialing back a bit on the overclocking. That might take away the stuttering. Just an idea. Good luck.

Alright, as soon I get the new PSU I'll swap it out, the PSU came with my PC awhile ago when I bought a prebuilt one, but now I've got more knowledge and pretty much switched out all the pieces with new ones in this PC. Also in reply to Th_Redman, I already tried putting the CPU to stock speeds and not changing the user.cfg settings with no luck. The PSU I ordered it taking alot longer than usual to get here (compared to my other orders) I'll update here once I get it. Thanks for the replies guys!

Hey guys, here's an update about my problem with Battlefield 4, I installed Windows 8.1 Pro 64-bit and the stuttering is completely gone!
I borrowed my friend's disk to install Windows 8.1(without using his key) as I was already considering to upgrade to Windows 8.1 and my problem is now gone! Thanks for all of your input, I'm going to get my PSU tomorrow and swap it out aswell and I'll be rocking some Battlefield 4!
