Like the title says I'm looking for the cheapest PC build possible that can run all of the games at 1080p high settings at 60 fps with the exception of Crysis 3 and Watch Dogs.

Thanks.

I am not professional, but would recommend some part as cheapest on market cost vs performance (in gaming)

CPU - 70$ - Intel Pentium G3258
it is unlocked, very low power needed and when u overclock it is almost 4690k in gaming (search on Youtube will see)
Mobo - 110$ - Asus H97-PLUS
this board has M.2 SSD support SATA 6GB and it has latest H97 chipset which already allow to overclock unlocked CPU-s and u do not need Z97 or Z87 expensive ones
GPU - 240$ - GeForce GTX 760 OC 2GB
this is 256bit 2GB one of best budget gpu right now or u can get cheaper
GPU - 190$ - GeForce GTX 660 OC 2GB...

I built this 1300 earlier it needs a little tweaking to bring own the price though.

this one also not bad, it has 192bit interface but steel good card for budget, but I recommend buy 760
Cooler - 25$ - Cooler Master Hyper T4

just to know G3258 support DDR3 1333 and no point to buy 1600Mhz memory (pick Kingston or Crucial do not know), also some normal PSU (also do not know which). and SSD, I prefer Samsung or Intel....overall it is much cheaper and I think u can play most games with high settings up to 60fps

ErVivek thanks for chose this answer.

Update*

as prices droped, instead of paying 240$ in gtx 760 now it cost 190$ and its very good price
190$ EVGA GTX 760 OC 2GB (you will buy it 210$ and after u will get 20$ back from EVGA)
so we have exta 50$ and ssd will be best choice to add in busket (it's very important to load complex games quickly)
70$ Intel 530 120GB SSD
and for cooler EVO 212 is better than T4 and it cost it (I bought 212 and it very good)
34$ CoolerMaster Evo 212
also here some good memory to buy
86$ Crucial Ballistix Tactical DDR3 1600MHz 8GB Kit (2x4GB)

happy playing
