BF3 runs poorly on a high-spec system.

I got BF3 during the free weekend that Origin had and I can't seem to play it at all. In 1080p, whether on low or ultra settings, I get less than 30fps and I don't know why. I have the latest drivers, it's a new PC (Build it just under a month ago), I don't have any other high-memory programs running in the background, I don't have Raptr installed (People said uninstalling it helped them), and I'm all out of ideas.

System Specs:

  • EVGA GeForce GTX 780 Ti Superclocked
    Intel i5-4670K CPU
    CM Hyper 212 EVO
Kingston HyperX Fury White Edition RAM (2x4GB)
    ASUS Sabertooth Z97 Mark I
    Samsung 840 EVO 120GB SSD & Seagate Barracuda 3TB 7200RPM HDD
Fractal Design Define R4 White w/Window
    Corsair 650W ATX12V
    ASUS 24x DVD-RW SATA Drive
    Microsoft Windows 8.1
    BenQ XL2420Z 24" 144Hz, 1080p, 1ms GTG
    Razer BlackWidow Ultimate 2014 Keyboard
    Razer Taipan 8200DPI Gaming Mouse

Geforce experience and the amd equivalent...The flash plugin that runs in the background in the browser... And windowed mode without you knowing it... Have been the answers for the past few bf3 low performance threads ive seen. Check these things.

They are standard drivers, not beta drivers. The load in both campaign and multiplayer is between 810-980 MHz (GPU Clock) and 3499 MHz (Memory clock). Surprisingly, I tried multiplayer today and the fps was around 60. I've played multiplayer about 6 times and out of those 6 times, it ran around 60fps. The other 4 times, it ran under 30fps. I didn't change any of the settings, these were all on Ultra settings. Each time I set the graphics to low for a few minutes and then went back to ultra and the fps didn't change much. I've played campaign once and it ran at 60fps on low and ultra settings.

GPU clock is between 810-980 MHz, memory clock is 3499 MHz. FPS is good in single player, but in multiplayer, some days it's good, but most days it's under 30. Out of the 6 times I played multiplayer, I got a good 60fps twice, the other 4 days I tried it I kept getting under 30fps.
