You can use XMP (eXtreme Memory Profile) to automatically encode higher-performance memory timings. Not all motherboards use XMP. It is usually [disabled] by default in the BIOS.

Your image shows you are running the more conservative SPD settings (Serial Presence Detect) with CAS Latency of 11.

HyperX KHX1600C9D3/4G module has been tested to run at DDR3-1600 at a low latency timing of 9-9-9-27 at 1.65V. The SPD is programmed to JEDEC standard latency DDR3-1600 timing of 11-11-11 at 1.5V.
