no its not first off all get a i5 4670 or 4690k newer and upgradable. get a z97 mobo so you can overclock and upgrade. then get a r9 280x for around the same price as that gtx 760 and you'll get more performance. with some money saved get a ssd 128gb or up(this is optional.). get a evga g2 750w, gold, 10yr warranty, modular psu. and some g skill 2133 ram for 76 bucks. other than that its great.
 


dont get the xfx one i heard it had bad cooling get the asus or msi. they're better so is sapphire. second of all the r9 280x(i recommended that to) is great it will play ultra with 60fps+ on almost every game except the most demanding were theres a trade off(crysis, metro,etc)

the ones i posted are some good ones you could also add a ssd if you increase you budget(50 to 100$). ssds are optional but intel is for pure perfomance , amd is for budget builds that want a cheap but good pc or to buy a great gpu with out breaking the bank. example fx 6300 and r9 290 or i7 4790k and gtx 760
 
the first one is powerful but doesnt feature a overclockable cpu. also its a lightweight in the power supply (qualtiy though so probably would run it) but lets not take chances take the psu from the last one and put it on the first one. if you want to overclock add a z97 mobo, a hyper evo 212 and a i5 4670k and the evga 750w. this will probably stay in the 800 with a r9 280x it will be around 870 or 880$ this will be a powerful, overclockable pc that will run powerful without a upgrade for at minnimum 3yrs and you can upgrade it to broadwell anytime when they release in 2014-2015
 
i just looked at the specs of that psu and they are beautiful thats what you expect from xfx,antec,seasonic,evga and corsair. its just the r9 280x is a power hog at 250w and i want to make sure if you overclock the gpu and cpu that it has enough power. plus the evga psu has a gold rating, fully modular, and a 10yr warranty
