Corsair PSU problems

So I just bought a new Corair power supply a CX750w and I got all the cables in and it wont turn on the fan on the psu wont even turn on (top fan) and I was wondering if anyone knew what to do or know the fix?
??Suggestions??

Does the rest of the system turn on? According to the Corsair site the CX750 does not have a zero fan mode so if it is powering anything its fan should also be running.
