Sapphire R9 270's clock is stuck at 300mhz

Hi, my new Sapphire R9 270 that I got to replace my HD 7850 is stuck at 300MHz/Idle clock, on desktop and in game. Been trying my hardest looking around to fix it, but have found nothing. Here are my specs if needed.
CPU: AMD A10-5800k
GPU: Sapphire R9 270
MoBo: Gigabyte G1.Sniper A88X
PSU: EVGA 500W 80+ Bronze
RAM: 8gb

Verify that you have enough memory allocated for Minecraft, I'd recommend at least 2GB since you have eight. Also conform that you have 64 bit Java installed, as 32-Bit can bottleneck the game. Finally...

Nope, didn't work either. Actually, after plugging it back in I'm going to reinstall the drivers one more time just to see if that works.

Why is that? Does it throttle back to 300Mhz when it's windowed, or is there another problem?

It may just be Minecraft it does it with, but every other game I play (Ex, Battlefield 4, CoD BO2, Tomb Raider, Skyrim) in fullscreen work perfectly and smoothly. As for Minecraft, fullscreen or windowed, it doesn't want to go above 30 frames at all... It just stays at idle clock, as if it doesn't even recognize the game.

Sorry for the late response. Yeah, I derped. I realized that it was lagging because I had Java 32 installed and not 64 bit. Whenever I go to update Java, it's default download is at 32 and not 64, which I always have to find myself.
