Alright so here are the specs
asus crosshair formula z
fx8320
asus 280x gpu
cx750 psu
gskill 8gb RAM

ok so here is main problem the system is underpowered I ordered a new power supply but I did get windows installed. When I start the pc it stops at the bios loading screen and says press f1 overclocking failed. I havent tried to overclock anything and i set all the settings to low? is this just because it is underpowered? Then also I cannot shut the computer down. I click shut down and then the computer shuts off I click it to start and the mobo starts screeching and i have to hard restart it to get it to boot again. I need help. The asus tech I called said my psu would be enough but it clearly isnt what other problems do I have though?

750W is more than you need for that system. you don't need a new power supply in all likelihood.

Do a CMOS reset on the motherboard. this probably involves taking out the battery, and jumping 2 pins. you need to look up the procedure in the manual.

that should return you to a failsafe BIOS configuration with no overclocking or anything. If you're still having problems after that, I'd be suspecting the motherboard.

The message:
"press f1 overclocking failed"
may be due to the CPU needing more power as when you overclock it... and that may be caused by the PSU... Also the other symptoms are consistent with a bad PSU... it can cause a variety of issues. So, the new PSU will probably take care of all issues... for now a BIOS reset is in order and the screeching sound may be the GPU... either it's underpowered due to weak PSU or lose power connection.. check this before anything else. If you had onboard video the screech could be easily diagnosed removing the GPU, but without it, the only thing you can do is try it without the GPU (removed from the motherboard not just disconnecting the power connector). You won't have video but the screech should be gone.
