Disk boot failure, insert system disk and press enter. Not like the other threads. I've tried all those.

I know there are already a million threads out there on this, but none answer my problem. My computer has worked fine for the past few months except a couple times when it randomly tired to boot from the CD drives for a couple days, but then went back to normal. And that was forever ago, and its worked fine since that. But one night, I turned it off, and now it goes to this error every time I boot it up.

I have tried everything. Resetting my CMOS and BIOS, I am 100% sure that its in the right boot order, I have tested all the memory, I have tried completely new GPU's, doing the Windows Repair Service, disconnecting the CD Drives, and holding the power button for 30 seconds while its unplugged. I'm at a complete loss. Anything would help.


Note: When I boot it up, it sometimes goes through the BIOS/Startup a couple times, then eventually works. Like, it goes to the bios screen, then goes blank says "No Signal" then goes back to the bios screen completely restarted.
 
Have you tried a different HDD? Sounds off hand as though the HDD's controller is funky. You might try taking the HDD out and cleaning it with compressed air (just the circuit board side, don't open it or anything) and trying again but I suspect it may need replacement
