Is my computer too hot?

Hello, I recently purchased Arctic Silver 5 and applied it to my new 4690k (@3.5Ghz) and realized that the temperatures seemed very high.I also heard that Arctic Silver had a Break In time? I used the dot in the center method when applying thermal paste.
Temps Below..
Bios-
Cpu- 59.5-65 Degrees Celsius
Mobo-29-30 Degrees Celsius

F-Stream Application (Asrock motherboard Utility) (Measured with low CPU usage)
Cpu- 43-45 Degrees Celsius
Mobo- 30 Degrees Celsius

When I had my 4670k I didn't have nearly this high of temps. The only reason I switched processors was because a friend had the 4690k and it wasn't compatible with his motherboard.

My Build:
CPU-4690k
Mobo- Asrock Fatal1ty Z87 Killer
Ram-Team Vulcan 2x4gb 1600Mhz
Case- Raidmax Smilodon
HDD- Western Digital Blue 1TB
SSD- Sandisk Ultra Plus? 256gb
PSU-Corsair CX500
GPU- None at the moment.
All Stock Fans (5 Including Case/CPU)

The 4690k should run cooler than the 4670k.

I don't know if those temperatures are under stress testing, heavy load, gaming, idle, etc. so I can't say if it's too hot.

If those are idle temperatures though, the CPU is running too hot. Idle should be within a few degrees of the motherboard. The motherboard temperatures appear fine so airflow isn't in question.
