Recommendation for a 300-400 dollar web browser.

I want to build a desktop pc for my brother this Christmas with a budget of 300-400 dollars for the pc only. I would like it to be a good web browser especially for you tube, also a green and black color scheme with green led's. A mini atx or micro itx build will be perfect and i will not be overclocking any part. If you can help by recommending parts it will be greatly appreciated.

  3. Strongly recommend a LAPTOP.

    Keep in mind you also need to factor in WINDOWS which is roughly $90 if you build your own. Also, buying a video card is a waste of money if not actually gaming.

    A laptop also has a battery, is portable, and has a screen all for cheaper than you can build. You can use a separate monitor if you wish but if you don't have one yet that also has to be added on to the price.

    PRICE:
    If you build a basic PC for $300 + $90 Windows + $110 Monitor that comes to $500 and that's about as cheap as you can do it without building with really crap parts.

    $250 can get you a half decent laptop for basic usage. Buy a monitor separate if you want:
