Here`s a build I just recommended someone, and it`s 200$ over your budget.
Work on it to fit parts to your budget.
For one, you can drop the SSD, as it`s not mandatory:

Since you have a processpr wth a locked multiplier than cant be overclocked you can use a cheaper H97 chipset motherboard and have the same performance

The GTX 660 is old , dated and not as good as newer cards at that price point

Use Win 8 . Its faster , and you can add a start button with classic shell for $0
And you can re-use it in two more computers. 7oem is locked to the first mb and cannot be re-used

i would switch to windows 8 over 7 and for a little more you could get a newer gen video card. if you plan to sli in the future you will want a better power supply as well.
