Tough luck. GPU coolers are usually made in such a way that replacing the fans, although technically possible, is not worth the trouble. GPU manufacturers are mostly not using standard fans, these fans are without the casing, only the propeller, and usually use custom fixtures as well - so you have to harvest it from another card with same cooler. The best solution is a whole new aftermarket cooler. This is one of them:
