Brand new video card not working properly

Hello,

I just got a new Palit GTX 650 but it doesn't seem to work for some reason. When connecting the VGA the monitor just stays in power saving mode and the whole PC doesn't proceed to windows loading. Also tried to hook the VGA cable to the internal GPU (the GTX650 still stays in the slot) and i managed to get a something going on - an infinite loop between the motherboard's manufacturer screen (the DOS loading i suppose) and then after 2-3 seconds of black screen it restarts. Same happens if i remove the new GPU from its slot.
The motherboard itself has a PCI Express 2.0 slot while the GTX uses PCI Express 3.0. But from what i've read there is reverse compatibility between these.
Other thing i`m not sure about is the power supply. It's quite old so i don't really know if it reaches the said 400 W max. The new video card requires 400W (not sure if 400W just for it or a 400W power supply in general). The box of my old GeForce 9500GT says 400W too. When the PC is powered the cooling fan of the GPU is spinning tho.
The next step i`m planning to do is to go to the service and see if the problem is not a defect in the video card. But that will probably be tomorrow or maybe the next week.
I`d really appreciate if you can tell me whether i`m doing everything right or not.

I checked online and it says that its the MINIMUM wattage should be 400W and i hope that you know that the 400W PSU is not only for the GPU its for the whole PC and components inside of it. Do you have another PC or have a friend where you can test out the GPU ?

No, i don't have where to test it, that's why i will bring it to the service of the store i bought it from.
About the powering, the box of my old GPU also says 400W and it works totally fine with the same PSU so i thought both requirements are for the max of the PSU and not for the wattage the GPU requires.

Yea maybe i am mistaking here somewhere :)
But try with the service center if it works there then it could probaly me the motherboard
