What does Power Limit (%) mean, in MSI AfterBurner?

Lately, I've been overclocking my R9 270X MSI and the parameters are as follows -

Core Clock - 1190
Memory Clock - 1477
But, Power Limit (%) = 0%

I am getting BSOD if I set the Power Limit to 20%(Max. Available). So, what does Power Limit mean exactly?

The Power Limit option allows your R9 270X to consume more power than what it is set at by default.
