Is 650W power supply enough for my build?

this PSU handle it, or is 750 or 850 a better choice?

Yes a good 650w will easily run those specs.

SeaSonic X650 is definitely good enough. But if you intend to to install a second GTX770 in the future 850 Watt PSU is a better choice.

Antec EA-650 Platinum ATX 80+ Platinum 650W is enough.
If u want to SLI(Scalable Link Interface) in future then Antec HCP-850 Platinum ATX 80+ Platinum 850W would be a killer.

by the way, is there any side effects of using a higher wattage power supply?
for an example, would using a 750w or 850w power supply for a build that only requires about 500 watts have any side effects on the computer itself?

No , because the computer will only draw what it needs.
