Motherboard or Psu problem

I had my asrock z87 pro4 motherboard for about 6 months now and have had my computer working fine. Just recently there was a big thunderstorm and I heard a loud crack that I think struck our house. I went to go see If my computer would turn on but it didn't. So I took out the psu and did the paperclip test and it worked fine and it also powered up another computer of mine. The problem is when I have it plugged into my motherboard and I have it in a breadboard configuration with CPU, psu, and 1 stick of ram it does not turn on. The CPU fan does not spin and no post or beeps and psu doesn't turn on. Here's the thing though is when I have the paper clip in the main 24 pin power connector while everything is plugged into the motherbaord my psu will turn on when I flip the psu power switch and my CPU fan starts spinning but I still don't get a beep an it does not beep at all? I have a feeling it's the morherboard or a faulty wire in psu but I'm not sure and I'm stumped on what to do? Please if anyone has had this problem or might have an answer please respond? Thank you
