Mouse and Keyboard wont work in OS after installing drivers , only works in BIOS

I just made a new computer and installed my drivers from the internet. When I disconnected my keyboard and mouse to connect it to my old computer to transfer my files, I then re plugged my keyboard and mouse to my newly made computer and they stopped working. I've enabled legacy usb support and it didn't do anything. When I keep the keyboard and mouse on after restarting my pc the powers are still on when windows loads , but when i disconnect and re plug the keyboard the light goes off but when i click on my volume and mute buttons they still work as I can see the mute icon on the screen and the volume being adjusted , my mouse light is still on when i reconnect it but doesn't move either. I've tried going into safe mode and it still doesn't work , I also plug in my flash drive and it works because the auto play pops up and the light on the flash drive is on , so i don't think it has anything to do with my USB ports i'm wondering how to fix this i've been trying for about 3 hours and its really frustrating. Also my keyboard and mouse were working earlier after installing my graphic drivers. The mouse and keyboard I am using are from hp touchsmart 320 -1140a , i've also tried 3 other mouse an old usb microsoft mouse , another hp mouse which is similar to the 320 - 1140a one , and a PS2 mouse which lights up but cannot move either. Another note , it also says that my drivers have been successfully installed.

edit : Okay so , I took out the hard drive which wouldn't allow my keyboard and mouse to function and I replaced it with a different hard drive which then allowed me keyboard and mouse to work normally. And I can't use recovery on the harddrive as well as my keyboard and mouse don't function.

My computer specs are:
OS - Windows 7 ultimate 64 bit
CPU - i5 4690k 3.5ghz
Graphic card - Sapphire Vapor-X 280X 3G TRI-X - OC
RAM - G.SKILL RipjawsX 8GB (1x8GB) DDR3 1866MHz (PC3 14900)
Power supply - ZALMAN ZM600-GV 600W ATX PSU
HDD - Seagate 1TB Barracuda 7200.12 SATA3 HDD 64M CACHE 7200RPM NCQ
Motherboard - ASrock z97m anniversary

I would recommend you update your usb controller drivers. Go into control panel>device manager and scroll down to universal serial bus controllers. Double click to open the category and then there should be several clusters of "devices" in there with the same name. Right click on one item of each cluster, one at a time of course, and select update drivers and then update automatically. There may not be updates for them but if there are and after doing all the clusters (It can't hurt to try this for your mouse and keyboard drivers as well which will be listed in their respective categories of device manager) reboot and see what happens.

There is no BIOS update available for your board yet so you can't update the BIOS to see if it's...

You might also run windows update to see if there are any optional mouse, keyboard or usb driver updates available. Don't count on windows update alone though, just because a driver update doesn't show up in there doesn't mean there won't be one if you look specifically for it in device manager using the above guidelines. Alternatively, you might go to the website of your keyboard and mouse OEM and see if they have updated Windows 7 64 bit drivers. Also, if you notice any devices remarked while you are in device manager (Standing out with an exclamation point or question mark) you need to get those drivers updated as well.
