Need help! PC upgrade for under 400$

Hi everyone. I feel like my pc is lacking behind and I'm considering an upgrade. I would like to spend under 400$.

My PC specs.

CPU: Intel® Core™2 Quad Processor Q8400
(4M Cache, 2.66 GHz, 1333 MHz FSB)
GPU: Geforce gts250 (Green Version): 675 MHz Core
512MB GDDR3 2200/2000MHz Memory
RAM:4GB
MOTHERBOARD: Gigabyte EP43T-UD#L
POWER SUPPLY Chieftec APS-500S 500W
HARD DRIVESamsung hd103uj 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5

Do you think some of these component could be saved? Case is not needed.

Thanks for your response. I forgot to mention the games I play. It would be World of Tanks, Dota 2 and Counter-strike Global Offensive. Let's say I can't save the PSU or RAM. What choices do I have? I could bump the budget up in future. Let's say I can offord 550$. And PS I don't really need 1TB of space 500gb would suit me fine. :)

Hmmm... How about sticking with the same processor and upgrading it in future?

This will also leave you alot of room to upgrade because AM3+ cpu are still being made. And the mobo supports up to 32gb of ram so always room to upgrade, if you want a power house for gaming you can sli or crossfire in the future. And Ram PSU and Hard Drives are always upgradable
