Is it ok to use 600W on my system without any Oc

System Spec:
processor: i7 4770
video card: sapphire r9 280x toxic
motherboard: Asus z87
ram: 8GB Kingston
hdd: 1TB Seagate

R9 280X requires 30 Amps on the 12v rail & a 550W PSU minimum

HEXA 600W has 42amps/504W on the 12v rail, along with 2x 6+2 PCIE, so it has enough power & connectors to run it. Definitely don't advise overclocking as the quality is not the best. If it's a short term solution until you get something better, it should be fine, replace it in the near future IMO e.g
